Getting added just allows you to edit dress up scenes that were made/are owned by others with your own pets and items. For example, me adding people is just me giving them permission to edit the scene I made.

The background is available to you if you create your own dress up scene and select the house background. The "Halloween" option should be under your settings of the scene. (hope this helps :3)
