It's possible to win a neon bow from the forgotten desert. I've never won one personally but I have a friend who has. I think originally there was only 1, but then they came out in the forgotten desert and that's why they are easier to find now.

I'm not really sure. I just remembered them randomly starting to appear, maybe they came from adventures, but I don't know.
