Yes it is just a community forum right now. The site isn't too far from being completed as I've talked a lot to the person in charge. They're hiring a few staff at the moment to finish things before opening the site

Right now the fanforum is an opportunity to get involved with the pre-launch community and make sure you are in on the action as soon as it comes out. :3
Everyone on the forums are super nice people, so honestly even being on there just to chat wouldn't be too bad I'd presume. x3
