Pocket Frogs neighbors question!

I've been trying to add more neighbors on my Pocket Frogs, but I'm having a hard time doing so and hoped that I could get some answers here.
I don't really know how to find neighbors other then finding them via contacts but I rather find others by their ID or username. My plus+ network isn't showing up on my PF menu and I heard that plus+ is important in adding neighbors... I'm not sure why it isn't showing up, i've tried re-downloading the app on my phone and installing it on my iPad too to see if it shows up on the menu there but it still didn't. Did they get rid of the plus+ network in the latest update for ios7? Is there another way I could add neighbors?
