Does anyone know how to make a flash game? (paying)

I'm looking for someone who can make me an interactive fishing game with flash. I've attempted myself at making one but I failed. ;3;

I will pay three rare CS pets OR two very rare CS pets. If you have any examples of flash games you've done before, I would love to see them.
It'll be an actual moving river (with river sounds, please c:) and you can click places in the river to "fish" out the fishes to adopt them. Also, please private message me if you're interested.
