they raised it when the costumes came out so people who have clicked a lot before hand had a chance to get them.

at first i wasn't going to get the eyes, but i've now decided i do want them all but i think i'll wait till closer to the end and use my extra candies to try and get a full set. extra eyes aren't so bad because i can just put them on a bunch of pets.
