yep! it’s usually always that way because people have more time to collect the first pet compared to the last one, making the first one less rare.
I remember in particular the year with the banner dragon many people hit the limit before the dragon released, and only had like 50 banners to not only pull a banner pet but pull the right one. I think that's why it ended up so rare. I think people took it a little slower this year, but the same effect still happens to some extent. That's also why my event strategy always involves purposely taking it slow the first 3-4 days (unless I know the end of the event I will be busy with irl)
I think it's cool that rarities and now fine-tuned enough that we can see the differences!
