You get the dogs by trading crystals to Billie, not the notes. You get the journal page randomly in the banner, and use that to trade for the apology note, and then trade the apology note for an energized crystal.

No, there's nothing else to it. It doesn't give any items or help with anything - it's just something fun and interactive

I don't think so. At least, not at this point. But enjoying it. Wonder if there's lore clues in it.
