Yes they are fullgrown, they don't have the PPS tag because usually if a pet is 'born' fullgrown, they will not have the PPS tag (mainly happens with event pets, monthly pets or pets part of a growing litter will normally have the PPS tag). You can always tell by checking on their page if says the pet is full grown or still growing.
