Yes, it's possible to get any pet that is rare and above, as long as it isn't a store pet! (I don't believe there are any OMGSR store pets anyway, though I could be wrong)

about how long does it take for a dec 18 to get it's actually rarity ? (so you can see the rarity)
supposing if the pet doesn't have any other stages

my friend got a UR and she was quite new, traded it away for a cookie dog i believe.

I'm 99% sure that as soon as it stops growing, it gets its rarity. So if you got, say, a UR Tiger Dog, it would have its rarity immediately. I'm not sure about new URs though.
