There is never a summer banner counter, you just have to keep tally yourself.

What you can do is add up your current banner tokens (minus any kelp field items) + any tokens you've traded in (minus kelp field items) - any tokens you've received from other players (again not counting kelp field items), and that should give you a tally of the number of banners you've clicked

in the past, NPCs are usually free adopts because you can only get one of them per person
