I think what's important to keep in mind is that Jack apparently didn't know that his deer would be put into the banners, so the number of outcomes makes sense, given that they were designed as what could as well have been a token litter.
Personally I'll just sit here and enjoy the full litter as it is. I love them and am happy there are so many, even if they ended up being the banner pets <3

Iv'e been wondering why so many outcomes! Past couple of years there's only been 2 different banner pets.

Honestly I loved that we had so many and such beautiful banner pets! If they became all rares it would be too hard to hoard them in the future
And considering that token pets are usually rare I'm happy that the deer came out that way
