I believe Halloween has always had banner pets (aside from the very first one since it appears there was just a gift instead of an event). 2012 and onward definitely did, looking back on the threads. I'm unsure about '11 and '10 though as I can't seem to find any thread for those.
Easter's thing is the animal easter egg items rather than pets I believe. As for past summer events..... It looks like there were banner pets for the first summer event (Medieval Faire 2011). The thread I found for the Beach Event (2012) didn't mention anything about a banner pet and there were none for '13, '14, and '15 for sure.

They were rather... plentiful, though, compared to now. I sure remember getting flooded with them, haha.
Halloween didn't have banner pets until 2011 either.
The first banner pets were, technically, the Easter bunnies from 2009. However, we also didn't have a token event until Halloween 2009, so during Easter banners were the only way of getting things.
