A banner limit means that you can only click on a certain number of banners. If the banner limit is at 200, that means you can only click the banner 200 times-- regardless of what you get. Each token, item, or pet (if there is a banner pet) you get from the banner adds to your banner count.
The banner limit is set in place to do a couple of things:
1. To preserve the rarity of pets released during the event. There are a lot of people that can collect banners constantly throughout the event-- people that don't have school, stay-at-home moms, etc. Without a banner, these people are able to collect significantly more tokens than the event wants players to have. If this were to happen, these players would be able to trade in for many more pets than the event expects to produce, watering down the rarity of anything they trade for in bulk.
2. It makes it a bit fairer for people who can't collect banners constantly, for similar reasons as mentioned above.
Also, the banner limit is often raised sometime during the middle of the event. The earlier limits are sort of like a speed bump to keep the token collecting process at a reasonable pace.
