I think it's different for everyone. I've heard a lot of people say that all they get is fish or all they get is pets. For me, I've never gotten the fish from the shack before ^^

I think the pets from the fisherman are more common, preferably the Gummi Sharks or Marshmallows if you're truly unlucky. (Like me with the Alicorn!...)
