Yep, exactly what I was saying too. The pet only gets the label "PPS" if it has grown into it's newborn form and is not stuck in an early stage to begin with. =)

Peter Pan Syndrome simply means that the pet will not age onto the adult lines. If it has stopped growing any time before it reaches the final stage, it has PPS. PPS can reveal itself in a pet during any time of its' 'still growing' span, so all you can do is watch and see what happens.
If it is still growing at any point, regardless of what stage it is in, it will not have PPS unless it stops growing before becoming the 'adult' stage of that pet.
'Split' outcomes or 'Litter Splits' are when one outcome has a chance to grow into more different outcomes. In example,
2 adopted babies grow into outcome A
one becomes adult outcome 1 and the other becomes adult outcome 2
