You can only add "wings" if they are part of the coloring on the pet. No lines can be added.
You can only use the colors in the palette you choose. A gradient of those colors is also acceptable, but no new colors
I was told a few pages back you ARE NOT allowed to lighten or darken the colors of your chosen palette it has to be just the colors of the palette
yep just use the colors of the palette please. If you're used to working with a wider range of colors just demonstrate that in your other examples you can upload

Is it okay to use third party brushes you have purchased? I favor a set of brushes that were sold commercially for my coloring. They licence allows them to be used in all circumstances.(hobby, commercial, etc). They don't create whole textures or shapes, it's just some brush settings I like and enjoy. Is this okay to use with CS art?
that's okay just make sure to explain clearly what you've used and how you've applied it to the image
we're interested in how someone draws markings on the pet, so stamped brushes aren't especially exciting to us, but hand drawn markings are good (and it's pretty common to have a range of different artist brushes that help you paint the way you want).
