Can you transfer art from a different program?

I'm an MS Paint user, and that's all I use since I find other art programs to be a little complicated for my simple mind to understand. ;w; I recently made some adoptables, and I was wondering how I would be able to post them in the adopts section of the forums for people to see? Since all I see is a 'new drawing' option.

Which sub-forum were you trying to upload them to? : o Cause from my understanding, the adoptable/art threads under the oekaki subheading are for art drawn in CS' own art program.

Adoptable oekaki, since I don't know where else to post my adoptables that I made using someone else's base... I colored them in pretty much, but I just used MS Paint instead..

Just link back to the original and credit the base artist! I quickly went through the rules on art posting and it doesn't say that you can't post oekaki bases, only that you need to properly credit the base artist~
