How do you make banners?

So, I've been seeing people making banners/stamps for giveaways to advertise in their signature. Do you guys know where I can make those? I've been wondering.

Not completely sure about banners, but I know if you do

[url=banner destination link][img]banner image link[/img][/url]

then you can click the image to go to the desired place. For the banner image itself, you can draw it or request it from someone else here
They might do something different with banners, but this would work I think?

people use programmes such as gimp or photoshop

or for stamps different people have made websites but i used to use this!
