What is lights on/off?

I've been seeing "lights on" or "lights off" in people's signatures and i've been wondering what it means.

There's an annual gifting game during October called lights on lights off (LOLO)
It's pretty much an online version of trick or treating
If the lights are in you can go 'knock on their door' and if their lights are off then not
