Will there ever be another rare outcome from the monthly adopts? The last rare from the monthly adopts was in 2016, July:

It's true that it's been a while since we have last had a regular monthly outcome turn rare right away, but no worries - it can still happen at any time!
There isn't really a schedule for how often CS plans on releasing rare monthlies, so sometimes it simply happens that there isn't one for a whole while. And while we're bound to have more rares in the future, we just won't know until they're released and got their rarity tag c:

It's decided by two factors: One is the initial probability of how likely a pet is to grow into a certain outcome. This one is up to the admins, so if they want a specific pet to turn out more rare, they'll set a lower chance for newborns to grow into it. The second is how often those pets get adopted. Since the rarity of a pet is ultimately decided by how many of them exist (and how many active users), the total amount might make or break the rarity tag - some pets end up being just on the verge between two rarities, so even a pet that's supposed to be a bit rarer could still start off uncommon if enough of them end up being adopted.^^

So overall, it's always gonna be a surprise to us!
