This is not true. COPPA are kids under the age of 13 that can not post online in the USA without parent's permission. This user is very much allowed to.

Replace the image with something else not from the same site you got it from. See if that helps, when you get it back.

Please do not answer questions here if you are not sure of the answer, as it only causes confusion. Your post was in the post approval queue because the image in the post was flagged for review. When this happenes just be patient and wait for the post to be approved. If you would like to avoid the problem the best bet would to be remove the image if you will be editing the post frequently.
