How Do I Use This?

How do I use BGs such as this one? I can't seem to put them on

Put the item over the pet, then below the side bar where it shows the items, you'll see a box that says "Rearrange mode" - check the box.
Now click on the BG that's covering the pet, and there should be an up and down arrow, use the down arrow to move it behind the pet
