I'm sure it's just someone trying to get a reaction out of people. Nonetheless it is always recommended animals be kept indoors during holidays like Halloween. Where I live, the county animal control and many private shelters are always putting up information around this time of year to inform people that a lot of loose cats end up injured or killed on Halloween, typically by teenagers who think it's funny to perform joke "sacrifices" in the spirit of Halloween. It makes no sense, and it's disgusting. One time while doing filing work at the local shelter I was listening the employees talk about cats that had been set on fire during the week of Halloween. It came up after they found a burned body of a dog in one of the body bins(people can drop off road kill, dead pets, etc, and the shelter will dispose of them safely). Thankfully, they believe the dog had be dead prior to burning. If you catch anyone harming an animal, or hear anyone saying they did, then contact you local authorities to report it.
