So I'm going to hold an auction for my Dec 18th pet I got from the White July Litter (2008) but the pet is not full grown yet, should I wait and hold off on the auction or should I just start it and end it close to the Growing White July full grown date (If it doesn't become the PPS)

Hi; I have a question about the value of UCs and below when it comes to trading across rarities.
I know that the generally accepted value of an average rare is 4 UCs from the same year. However, I'm not so sure if the same ratio applies to lesser rarities. Is 4:1 generally accepted as fair for them (e.g. 4 '17 commons for 1 '17 uncommon, 4 '17 VCs for 1 '17 common, etc.)? I've been seeing some conflicting opinions, so now I'm a bit confused as to whether 4:1 or 2:1 is more widely accepted for those rarities.
